Document the condition
Record where the issue is, how long it’s been happening, and what’s already been tried. Photos and rough measurements make that first call more productive.
Read the local context
None of the slope-and-drainage picture reaches a kitchen, so the work worth doing up front is indoors. Start with the era: the mid-century ranches were built with compartmented kitchens and load-bearing interior walls in exactly the places people want opened, which makes the layout change a structural question first. Find out whether the kitchen sits at the seam between the original house and a later addition, because that can mean two framing eras, two electrical vintages and a floor plane that does not quite match. And check where a range hood can actually terminate outside.
Ask what will be hidden
Storage layout, clearances, lighting, ventilation, plumbing, gas lines, and any structural change all have to be settled before finish decisions are made. Have the provider document, in writing, what gets checked before it’s sealed behind a wall or cabinet.
Compare complete scopes
Line up full scopes against each other: protection, access, material specifics, permits, testing, cleanup, restoration, exclusions, warranty terms, and change-order pricing.
What official local sources add
For an interior kitchen this framework is mostly beside the point, and saying so beats manufacturing a link. The comprehensive plan governs land use and greenspace, and the creek and streambank guidance concerns drainage -- neither reaches cabinets or a relocated island. Two narrow exceptions are worth knowing. If the project pushes past the existing walls into an addition, the lot's protected stream edges and drainage paths become live constraints on where that addition may sit. And if a dumpster, a material stage or a temporary access route ends up near a creek buffer during construction, that is exactly the debris problem the city's guidance is written about.
